Individuals free to copy?

In a recent APC Magazine article, Michael Speck, head of ARIA's Anti Piracy unit was quoted as saying: "I can assure you, as the head of the ARIA anti-piracy unit for the last decade, that no-one gets prosecuted for private copying - as a rule we only prosecute infringers whose activites are significant"

Does this give the green light for individuals (in australia at least) to copy music without fear of prosecution....
